By 3189, the Federation was reduced to only 38 formal member worlds, from a high of 350.

Helped by the actions of the USS Discovery, including the defeat of the crime syndicate Emerald Chain and the pacification of species Species 10-C, the Federation was able to start rebuilding itself as former members regained trust in it. Trill rejoined in 3189, Ni'Var and Earth in 3190, while Andoria entered into talks to do as well.

In late-3190 the number of Federation members had increased to 59, and newly elected Federation President Laira Rillak presided over the reopening of Starfleet Academy and the newly built Archer Spacedock.
